From the "Food Business License Management Measures" and its by-laws, pre-packaged foods refer to pre-quantitative packaging or foods produced in packaging materials and containers, including pre-packaged packaging and pre-quantitative preparation in packaging materials and containers, and Foods with a uniform quality or volume mark within a certain limit; bulk foods refer to foods that are not pre-quantified and need to be weighed, including unpackaged and non-quantitatively packaged foods. Pre-quantitative means that there is a certain amount of value after the packaging is completed.

Prepackaged foods come in two forms: one is pre-packaged; one is pre-quantized in packaging materials and containers. Bulk foods need to be weighed and sold, and are priced according to the basic unit of measurement; prepackaged foods must be pre-priced.

After the food is packaged, if the amount is not necessarily, it cannot be called pre-quantitative. For example, supermarkets carry out secondary packaging and weighing and sales of some foods, and indicate the net content on the packaging, but the net content of each package (times) is not uniform and should be bulk food. In addition, simple packaging, on-site production of cooked foods, demolition of retail food, as well as edible agricultural products, green foods, organic foods need to be weighed, generally also in accordance with bulk foods.

For food manufacturers, all products sold in the factory must be packaged, including prepackaged prepackaged foods and bulk food packaging, and prepackaged foods must have complete label information at the factory. According to the provisions of Article 68 of the Food Safety Law, unpackaged bulk foods, cooked foods on the spot, and foods sold by retailers shall be affixed with “bulk food labels” on such food containers. "牌", indicating the name of the food, the date of manufacture or the production batch number, shelf life and so on. The information to be marked shall be consistent with the information on the batch product certificate or the product packaging; the weighing date shall be marked with the “packing date”. For simple packaged bulk foods, the name of the food, the date of manufacture, the production batch number, and the shelf life shall be indicated on the weighing price.
