According to the relevant person in charge of the Shenzhen Weiren Committee, the Shenzhen Municipal Committee Standing Committee discussed and adopted the principle of "Separate Reform Implementation Plan for Public Hospitals in Shenzhen Public Hospital" on March 22 this year. Previously, Shenzhen plans to cancel the drug addition in two steps according to the “Plan for Separate Reform of Pharmaceuticals in Public Hospitals in Shenzhen City”: the first step is to implement it within the scope of the list of basic medical insurance participants and Medicare drug use in the city. Two-step outpatient consultations and inpatient admission fees are adjusted for the price of the two charges and then all drug-related people in the city are eliminated.

Considering that "two steps" will lead to "two prices" for different groups of people, it will bring difficulties to hospital financial management and charging operations, and it will also increase the difficulty of hospital information system reform and propaganda and explanation. In order to more thoroughly realize the goal of "zero-plus" reform of drugs, the Shenzhen Medical Reform Leading Group made a study and decided that starting from July 1, all drugs in public hospitals in the city will be "zero-plus" sold to all medical populations in one step.

At the same time, Shenzhen will improve the compensation mechanism for public hospitals. The price department will issue new charging standards and improve the charging standards for diagnosis and treatment services to reflect the labor value of medical personnel. On the basis of the original, the average outpatient consultation fee was increased by RMB 12 per visit, of which the outpatient consultation fee for tertiary hospitals increased by RMB 14 per person, the outpatient consultation fee for Grade II and Grade I hospitals increased by RMB 11 per person; On the day of bed, the fee for in-patient examinations was increased by 37 yuan, of which the inpatient fees for tertiary hospitals increased by 43 yuan per person, the inpatient fees for secondary hospitals by 33 yuan per person, and the inpatient fees for first-level hospitals by 24 yuan per person.
